President Trump told reporters that he does not believe congressional approval is needed for his planned White House ballroom, despite a federal judge’s order halting construction. Speaking at an executive order signing, Trump said the administration would appeal the ruling, arguing the project is funded entirely by private donations and not taxpayer money. He also claimed parts of the ballroom qualify as security-related construction, which could allow work to continue.
